History of Haldummulla Pradeshiya Sabha
Before the Haldummulla Pradeshiya Sabha was established under the Regional Council Act No. 15 of 1987, it functioned as Village Council No. 01 of Kanda Palla Korale. This village council is one of the first village councils established in Sri Lanka. First, there was a village council for Kanda Palla Korale, and then two village councils were established as Kanda Palla office No. 01 and Office No. 02 because the size of the area and the transportation facilities were not satisfactory. those two village councils, the office of council No. 01 was located in Haldummulla and the office of council No. 02 was located in Koslanda. There is also information that this No. 02 office was established in nikapotha. The office of Kanda Palla No. 01 Council, which we are talking about, was once held at a place in Kalupahana Maha Hela Wattha and then at a place in Gamvasam village near the main road. It was brought later to a place near the Divisional secretary office in Haalatuthenna. Among the tasks assigned to the village task council then Subjects such as the maintenance of roads, wells and small-scale irrigation systems in the area were major role. Its head was the chairman. that day to the council were appointed by Independent secret ballots. It is said that there were 7 elected representatives in this council. When talking about the village council of Kanda Palla Korale, the name of a gentleman named Richard Wilfred Nikepatha is mentioned as its chairman. Afterthe division of Kanda Palla No. 01, its first chairman was Kalupahana Mr.H.M. Appuhami Korale. After him, his brother Mr. H.M. Punchi Mahatmaya has held that post for a long time.
Until 1987, when it was constituted into a Pradeshiya sabha, there are no documents needed to clearly know the history of the village council. Many people think that the documents were caught in the fire because the Janata Vimukti Peramuna set fire to this new office during the political struggle during 1988-89.
In 1987, this regional council was named as Haldummulla Pradeshiya sabha. Its area is Kanda Palla Koralaya. Currently, a sub-office is maintained in Koslanda. In terms of powers, this is also very similar to the old Village Task Force. There are currently 11 members. After the establishment of Pradeshiya Sabha, the fourth Pradeshiya Sabha is currently functioning. The first Pradeshiya Sabha chairman was Mr. Keerthi Bandara Kadurugamuwa. After that Mr. Pragathi Anushalya has been appointed on three times. The present chairman is Mr. R.M. Dhanaratne.
